Home-Based Position: Editor/ Coordinator for the United Nations Development Programme (international consultant level)

UNDP considers addressing corruption and mainstreaming of anti-corruption measures as one of the priorities in fostering democratic governance. UNDP views corruption as a governance deficit, a result of malfunctioning institutions, and considers anti-corruption as one of the grounding principles of its democratic governance work. The UNDP Democratic Governance Group (DGG) of the Bureau for Development Policy (BDP) developed the UNDP global programme on anti-corruption titled “Global Thematic Programme on Anti-Corruption for Development Effectiveness (PACDE)” (2008-2013). PACDE is UNDP’s major vehicle for responding to the growing demand for advisory services and technical assistance to prevent and reduce corruption. Currently, PACDE provides technical service in over 100 countries and coordinates its work with regional service centres and programmes. The main objective of PACDE is to increase state/institutional capacity to reduce corruption, improve governance and sustain human development. It also focuses on strengthening oversight role of civil society and media; improve harmonization and coordination of anti-corruption initiatives within UNDP and globally; and improve awareness on anti-corruption through knowledge products and knowledge various sharing platforms.

PACDE prioritizes development of knowledge products both on emerging issues and on analyzing corruption and anti-corruption trends in different regions. This emphasis on knowledge helps PACDE to respond to the demands from the UNDP country office and programming countries to develop interventions that respond to specific contexts as well as better inform policy reforms and shape anti-corruption discourse, particularly in the context of post-2015 development framework.

In 2010 and 2011, UNDP commissioned regional studies to contextualize corruption and anti-corruption in six region/sub regions (Eastern and Southern Africa, Central and Western Africa, Asia-Pacific, Europe and the CIS, Arab States and Latin America and the Caribbean) . These regional studies mapped out UNDP anti-corruption interventions at the country level and present an overview of programming trends by region. Building on these regional studies, PACDE/UNDP wants to produce a global report on corruption and anti-corruption trends.

The purpose of this publication is to analyze regional and global trends that contribute to corruption and also take stock of UNDP’s own anti-corruption work by region. The publication will compare how UNDP has responded to regional and global trends and identify gaps for further action. The publication will help to meet the current knowledge gap and present a comprehensive picture of trends and patterns of corruption that will be useful for all actors working in anti-corruption.

UNDP is seeking an Editor/ Coordinator to oversee the process and develop a print-ready version of the publication.

LOCATION: Home-Based

DUTIES AND RESPONSIBILITIES:

The Editor/coordinator will review and edit the current versions of the regional chapters that highlight UNDP’s anti-corruption work in the region. He/She will specifically ensure consistency of language and style, logical flow and technical accuracy. In some cases, sections of the papers may need to be partially re-written to better clarify the key messages, improve the structure of the paper and/or bolster the research.

He/She will coordinate the work of regional experts who will write the section on regional trends in corruption and anti-corruption work.

Based on the consolidated draft, he/she will draft the executive summary of the report , which will highlight the major findings of the report. He/she will also draft the concluding chapter that highlights trends and gaps in anti-corruption work and provides recommendations for future anti-corruption work.

Specifically, the consultant will be required to review, edit and produce a global report on anti-corruption interventions addressing the following:
  • Develop templates for regional chapters – for the sections on corruption and anti-corruption trends, and UNDP regional anti-corruption work.
  • Coordinate the work of regional experts writing on corruption and anti-corruption trends.
  • Ensure clarity of the concepts, consistency of terminology and make it comprehensible to a wider audience of development practitioners.
  • Check for and improve the logical flow of arguments and findings.
  • Polish and refine the papers drawing on the facts provided.
  • Conduct research to fill the gap in the existing UNDP regional anti-corruption drafts and ensure that they are consistent with the template.
  • Ensure continuity and consistency of key points.
  • Clear and consistent formatting, structure, referencing and style of writing.
  • Produce an executive summary and draft the concluding chapter that highlights trends and gaps in anti-corruption work and provides recommendations for future anti-corruption work.
  • Produce the final print-ready version of the publication.
The consultant will closely work with the PACDE team of UNDP and other independent reviewers to finalize this report.

COMPETENCIES:
  • Strong analytical and research skills;
  • Excellent writing and editing skills;
  • Good knowledge of UNDP’s anti-corruption work and operations in the field is an advantage;
  • Uses information and internet technology applications effectively as a tool and resource;
  • Strong interpersonal and good communications skills;
  • Ability to work independently, against tight deadline.
EDUCATION: University degree in public administration, law, political science, economics, international relations, development studies, or related field.

EXPERIENCE:
  • 10+ years post graduate experience, in an international agency, bilateral donor, civil society organization or research think tank.
  • Knowledge and research experience in international development, governance, and anti-corruption programming and policy development. Knowledge of Anti-Corruption programming.
  • Knowledge of international instruments on Corruption, particularly UNCAC.
  • Experience in editing and/or publishing in professional journals is an asset.
  • Prior experience of working with UN/UNDP is preferred.
LANGUAGE SKILLS: Excellent writing, editing, and oral communication skills in English.

APPLICATION EVALUATION PROCESS:

Individual consultants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable. Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; [70%]
  • Financial Criteria weight; [30%]
The following criteria will be used in Technical Evaluation:
  • Substantive knowledge of governance/anti-corruption – max points: 20
  • Relevant work experience, preferably in UN/UNDP programming – max points: 10
  • Excellent analytical and research skills – max points: 15
  • Excellent writing, editing, and oral communication skills – max points: 20
  • Availability to start the assignment immediately – max points: 5
Only applicants obtaining a minimum of 49 points in technical evaluation would be considered for the financial evaluation.
